Standard & Poor's Ratings Services has affirmed its 'BBB+' rating on Puerto Rico Highway and Transportation Authority (PRHTA) highway revenue bonds outstanding, its 'BBB' rating on the authority's senior transportation revenue bonds, and its 'BBB-' rating on PRHTA's subordinate transportation revenue bonds. Moody's Investors Service has affirmed the A2 rating on the Puerto Rico Highways and Transportation Authority (PRHTA) Highway Revenue Bonds, and affirmed the A3 rating on the PRHTA Transportation Revenue Bonds, in advance of a concession agreement. The Puerto Rico Public Private Partnership Authority in collaboration with the Puerto Rico Infrastructure Financing Authority has granted forty-nine (49) design, build and conservation contracts for schools in the modernization program “Schools for the 21st Century”. S&P Raises Rating on Puerto Rico to 'BBB'

On March 7, 2011, Standard & Poor's Ratings Services issued a press release raising the rating of the general obligation (GO) on the Commonwealth of Puerto Rico to 'BBB' from 'BBB-' with a stable outlook. This rating upgrade reaffirms the progress that the Government of Puerto Rico and the Government Development Bank for Puerto Rico have achieved with the implementation of the Fiscal and Economic Reconstruction Plan. First P3 Colloquium with Local Governments

The Public-Private Partnership Authority participated in the first P3 Colloquium with Municipalities (local governments) organized by the Puerto Rico Chamber of Commerce's P3 Committee. The Colloquium allowed for the discussion on actual P3 projects at the local government or municipality level and potential opportunities in the future. The Mayors of three important municipalities participated in the Colloquium: Bayamón, Manatí and Caguas. The P3 Authority has made significant progress in the evaluation of the statements of qualifications (SOQs) submitted by Prospective Proponents in response to the “Request for Qualifications to Acquire a Concession to Finance, Operate and Maintain Toll Roads in Puerto Rico” and the “Request for Qualifications for the Implementation of Advanced Technologies for the Reduction of Non-Revenue Water for Puerto Rico Aqueduct and Sewer Authority”. Successful Request for Qualifications & First 28 Schools

On July 14, 2010, 147 replies for the request for qualifications for the "School Modernization Project" were received. On July 30, the teams that qualify will be published. On the other hand, the first 28 schools to be modernized have been publicized.View more

The P3A announces 10 Priority Projects and the final approval of its regulations

The Puerto Rico Public-Private Partnerships Authority (P3A) has determined to proceed with ten Priority Projects of which eight will be of immediate action. In addition, the P3A announced the final approval of its Regulation for the Bidding, Evaluation, Selection, Negotiation and Awarding of Public-Private Partnerships Contracts under Act No. 29 of June 8, 2009, which institues the procedural framework for the establishment of Public-Private Partnerships (PPP). The P3A enters into agreement with Macquarie Capital

The Puerto Rico Public-Private Partnerships Authority (P3A) has entered into an agreement with Macquarie Capital, which will act as a consulting company assisting the Authority in the development of its Public-Private Partnerships (PPP) program. "The P3A has the mission of supporting Puerto Rico’s economic development by facilitating infrastructure investment in high-priority areas. Relying on a major consulting company like Macquarie will allow the Authority to quickly implement the guidelines and tender processes needed to fulfill its mission," said Carlos M.
